CHANGES TO TRAFFIC ARRANGEMENTS ON THE REGIONAL ROAD NEAR KLUŽE FORTRESS

The Slovenian Infrastructure Agency is undertaking remedial works on the rock slopes above the road at Kluže, on regional road R1 203, section 1002 Predel–Bovec, between km 12.600 and km 12.750. Traffic arrangements will therefore be changed during the works.

The Slovenian Infrastructure Agency is undertaking remedial works on the rock slopes above the road at Kluže, on regional road R1 203, section 1002 Predel–Bovec, between km 12.600 and km 12.750. Traffic arrangements will therefore be changed during the works.
The works will require a full road closure from 5 October 2026 to 24 December 2026, between 08:00 and 14:30. Work will also take place on Saturdays. No work will take place after 14:30 or on Sundays, when the road will be open to traffic with a single lane controlled by traffic lights.
During the full closure, traffic will be diverted via Bovec–Vršič–Kranjska Gora–Rateče–Predel and vice versa. If the diversion via the Vršič Pass is not possible (due to snow, an avalanche, etc.), the road at Kluže will not be closed.
The remedial works are urgently needed, as stones are falling onto the carriageway from the unprotected slope up to approximately 20 m above the road. The affected road section has bends with restricted visibility and narrow stretches, and the asphalt carriageway is narrow. The works will include stabilising the rock slopes by removing loose material and installing rockfall protection mesh secured with deep anchors.
Due to the nature of the works and the width of the road on this section, it is not possible to carry out the works while keeping one lane open. The contractor will drill the anchor holes using drilling rigs mounted on trucks equipped with HIAB cranes. The truck must be stabilised to ensure safe working conditions and crane operation. Once the truck has been positioned at the work site, its stabilisers must first be extended and set up, increasing its working width by approximately 2 m on each side (the truck’s width plus 4 m). This takes up the entire carriageway on the affected section. The drilling rig is then attached to the crane to carry out the drilling. Every time the truck needs to be moved or removed from the work site, the crane must be stowed, the drilling rig detached, the stabilisers retracted and the truck moved away. The set-up procedure must then be repeated when the truck returns to its working position. Each such removal and set-up operation takes more than 30 minutes.
There is also a risk of stones, rocks or other material falling onto the carriageway during the works. Given the extremely steep slope and the narrow carriageway, traffic safety cannot be ensured with one lane remaining open. At the Slovenian Infrastructure Agency, we understand that any disruption to traffic flow (roadworks, closures, etc.) causes frustration among drivers. However, the road network must be maintained and upgraded to improve traffic flow and road safety. An appropriate level of safety must also be ensured for all road users during the works, which means that full road closures are sometimes necessary.
The contractors are Kolektor CPG d.o.o. (lead partner), Kaskader d.o.o. (partner) and Bakti d.o.o. (partner). The contract value of the works is EUR 1,083,544.56.
